Does anyone know where I could find a datasheet for the Eldar phantom titan? I couldn't find it in the imperial armour books, So is there one?

There is no GW official 40k datasheet because there was never an official GW phantom for 40k. Epic, yes, but by grud, did you see how they fethed up such a smooth and beautiful mech into the fuggly monstrosity it became?
Armorcast did have a datafax for them in 2nd ed (and 3rd ed), and BoLS have used those as the basis for their ones.
They are the closest you will get to one

Since you could only really use it in Apocalypse, just hand write a data fax, let the TO approve it, and you are golden. I'd advise basing the weapons and stats as closely as you can to the Revenant, and just up-size things as needed to match your model.
Use the BoLS data fax as your guide, but make it your own. Any good TO will see that and allow you the opportunity to field the model (if its good enough looking).
