In the entry in the SM codex for honor guard it mentions "power weapons", do these include lightning claws?

No, they have a power weapon, not Lightning claws.

If you check out pg 42 of the Rulebook you'll find the breakdown of special weapons. Lightning Claws are power weapons per se', but are classified differently under the rules due to their different...rules. (the wording sounded better when I started in on that sentence) Therefore a unit allowed to take a 'power weapon' cannot take a Lightning Claw unless specifically cited as able (same as with a Power Fist)
Edit: And hotcha, 300th post! I would like to thank the Academy and continue to note that Dark Elf boobies are of a superior grade of boobage to many other types of boobies. I also have an AGonizer! Now those Carnifexes will have to be more careful about picking on me.

Yes, I know Dark Eldar Boobies are awesome!
@ OP: Think of it this way, all Lightning Claws are power weapons but not all Power Weapons are Lightning Claws. Capitalisation is important

@ OP: Also, be aware there are a few typos in the SM codex, where it says "Power Swords" rather than Power Weapons. These should just be treated as though they said Power Weapon.

thanks all, as gwar said I got confused, everywhere else in the codex it says power SWORD not power weapon. (looks like my honor guard squad needs convertin')
