BLack Templars should have -1 BS and +1 WS compared with 'normal' marines. This is to represent them excelling in close combat...

I agree, their codex says that they're awesome in close combat, but they're just not. They are much better in the shooting phase atm, except the emperor's champion of course, he is awesome

Actually if you want close combat space the marines, then the only answer is blood angels. they're made for up-close slaughter, but still don't benefit from extra WS or minus BS.
Oh, wait...better yet, why not offer your soul to Khorne!!!
