I Love the models, Love the rules, Love them in General, But What is the point in putting a shooty person in a CC squad?
If you could have a squad of nothing but Death Jesters that would be brilliant, but, just 1 shooty guy in a fast hitting CC squad? I knew he has an assault weapon, but shouldn't you be running, not shooting...

Use em as a dark reapers exarch? Never understood it myself, to me it would be giving a basilisk a deathrolla....

This is like asking why can boyz get bigshootas or rokkits.

The reasoning is twofold probably, first off you can't assault someone if they are in a rhino, but death jester's gun has enough strength (barely) to break the rhino open before you cut them down (He's got a shricannon iirc). The second being to soften a target up before assaulting (if you are in assault range, if your not then fleet, but if you are, pew-pew! :3 )

note, I do not now nor do I ever advocate shooting big shootas at rhinos....ever...that's just silly. A raider or trukk? Maybe yeah, a rhino? HELL NO!

Well, if you play a reactively Eldar army then Harlies as a counter-strike unit is the best choice.
Here a DJ comes in handy to target the enemy while the unit is staying back.

Well, B&C is more for Marine and Chaos players, not for Xenos players.
If you play Eldar, better stay away from it.

Oh right! Almost forgot about that!

Yes, pinning is good, if theres someone bearing down on you its a good idea to blast them from far away and pin them down to give you time to charge.

Yeah good point about B&C being for MEQ's, but they are fluff masters over there, Dakka is known more for being about winning games than being fluffy....which by the way is the most unmanly word of all time.
