Umm well he wants to look like he is supporting the arts when he actually cut funding a year ago.... so in my permanent pessimism he's just trying to look good.
(Oh, and actually, the conservatives cut funding for one aspect of the arts (the diversity in music fund) but have actually the largest amount of arts spending ever in a Canadian Budget, and it's locked in for five years. Just saying)
