What are the rule for starting an army under a new craftworld? if any
ive noticed some people are preffering this over the four major eldar craftworld choices due to the army restrictions
is there something im missing or is this the new thing? cause if it is id love to start my own

There's only one generic Eldar army list now.

All craftworld type armies are now done using the standard list and any craftworld can field any army.

So you can found your craftworld with any colour scheme you choose, and make any army that you can build with the codex.

Basically, you just follow the rules set down in the Eldar Codex and choose your own colour scheme and fluff. Just try not to contradict any of the other stuff (my Eldar Craftworld is way bigger than the others and they don't need spirit stones 'cos they're so awesome Slaneesh is scared of them and they're all Harlequins too!) and it's exactly the same. You're just playing with your own fluff and colour scheme, really.

Individual craftworld rules have been extinct for quite a while. All Eldar armies are the same ruleset.
