I see really only 5 options for CC really. They are:

Warlock squad of 5-10 with a Farseer/Eldrad with doom
Howling Banshees
Striking Scorpians

then less popular...

Harlequins (but no one uses them now?)
Storm Guardians

*Do Shining Spears count as CC?

What do most people take and what roles do they fulfill? Is the Warlock Squad the toughest in CC and last the longest since its also 200 - 400 +points to field with a Far seer?

How do people cover CC in their Eldar armies?

Well, its hard to answer this in a general form.

If you play a footslogging army, then Harlies are the best cc unit for counter-strike.

A Seer Council is the best anvil unit in the game.
It turns into a hammer unit if the unit is led by Eldrad and Yriel.

If you play mech, I'd consider a Seer Council in a Serpent or on jetbikes.

There is a long debate about Banshees vs Scorpions.
Both are equally useful, Banshees in Serpent against a doomed unit, and
outflanking Scorpions either on foot or in a Serpent.

Shining Spears led by an Autarch with laserlance are a decent cc unit.
I'd consider adding a Jetseer fortuning them.

All of them are useful depending on the situation (not counting Storm Guardians, but you didn't. They're useful as a shooting unit, not CC).

What sort of army are you thinking of?

Personally, I use Banshees mostly but I run Biel-Tan themed mounted Aspect Warrior list so they fit in there.

Scorpions can level a LOT of attacks on something on a charge. I've had them outnumbered some 4:1 by Gaunts and Ripper bases and still come out on top without taking any casualties.

At the moment, my Eldar army includes a Seer Council transported in a Serpent.
In larger games and for competitive play, the Council is led by Eldrad and includes Yriel.

Scorpions are the best in my opinion. Once i think my squad of ten, took out about 3 10 man tactical squads, and lost about 5 men

Don't believe so,i think i hid them in a Ruin for a turn, I can't remember the exact numbers, as this happened in a game about 6 months ago

Its the same answer as any other "best unit" in the eldar list - they do different things.
Really, scorpions are good general-purpose units that can be effective against MEQ squads, but really start to suffer against dedicated CC troops.

Banshees take out MEQ, suffer against hordes, and suffer against tough units (MCs).

Harlies are the most fragile (at 5+) but can take out anything, more or less. It is important to note that they have a 5+ invulnverable, and no armor - this means that when they go up against dedicated assault units (termies, assault termies, banshees, MCs) they are actually tougher than scorpions or banshees, who would in fact get no save.

What needs to be considered is the delivery problem.

Harlies with kisses including a Shadowseer on foot are a perfect counter-strike unit in a foot-slogging Eldar army.
They cannot be targeted and still can intercept an enemy unit reaching the Eldar front ranks.

A small Harlie unit with kisses is also suitable to be transported in a Falcon.
The Shadowseer can be left home,
because 1) the Harlies need no plasma grenades since their charge is not hampered by difficult terrain, and
2) if the Harlies are among the enemy, veil of tears hardly help.
