Ok, I have got a OK army and am going to play high elves soon.

the Question is what i should do with my bucher.

I have considered fitting him to protect my ogres from my opponents magic rather then attempting to out preform him(something i know i can't do reliably with ogres)

Bucher, (2 dispell scrolls) The idea is to simply dispel his magic so I can get into CC.

I am not sure about offensive tactics/items for him to use against the HE. Any suggestions?

Yeah, a friend of mine plays ogres and i play high elves.
If you are playing a he player with at least 2 mages, you will not out-magic him offensively or defensively unless he does something wrong, i think your points are better spent else wear. using 1 or 2 butchers with mainly dispel scrolls seems OK, my friend used 4(3000) and coudn't keep up magically. some armies are good at certain things. IMHO ogres shouldn't really focus on magic as there are many armies more proficient in it.

Ogres really need their magic, it makes or breaks the army. That being said high elves have drain magic so make sure you dispel that via scrolls or dice whenever it appears. Magic missiles will not do to much damage to you usually. Stubborn or 5+ WS can be annoying but are very situational.

3 butchers is 8 dice and will easily roll over high elves defense if played right. Remember, once a spell is up it is up. This makes it tough to stop ogre magic once it gets going.

A unit of ironguts is a unit to be laughed at. A unit of ironguts with regen is a unit to be feared.

If you are going the multi small unit ogre list then 3 butchers is essentially mandatory.

Start stacking those buffs like crazy (throw a bangstick shot at the start of every magic phase to grind out a dispel dice) and you'll at least be competative.

2 Buchers (Bangstick, Dispel scroll)

gives me two bound spells each M phase and i can use the scrolls to stop devestating enemy spells?

My main thought again is to neutralise/tone down his Magic so i can survive to get into CC.

You can only take one bang stick per army.

Dispel scrolls, power stones and mushrooms for NG shamen are exceptions to that rule.
