After hearing conflicting information regarding the drying time of Testors Dullcote & GW Purity Seal, what is the 'Safe' amount of time after applying a coating of these two products for using them for gaming? I don't want to be over-anxious and possibly ruin the work already done to said models.

1 hour to be safe for dull coat in a standard environment. But I generally feel comfortable to handle after 15 min.

TBH I haven't used either of those but my rule of thumb for using any paint or wash is

1. Wait the amount of time it says on the container.
2. Test an inconspicuous part of the model.
3. If it still feels a bit tacky, leave it overnight.
