You could either paint them on which might not look as good, or you can do the scales with green stuff

Something like the brass etched leaves from the gw basing kit could work???
Or perhaps plasticard/card strips cut as you would tiles for a roof???
Let us know how you get on.

Somewhere in south-central England.

Punch discs out of thin plasticard (0.25mm) using a hole punch.

Arrange the discs in overlapping rows so the bottom 1/3 of each disc peeps out through the gap of the two above.

Bingo!

We're not very big on official rules. Rules lead to people looking for loopholes. What's here is about it.

It's not sculpting, but painting.....

Another suggestion:
Give a few marines in each squad tabards or cloaks that have scales sculpted onto them.

Mix up some GS, let it dry for about 5 mins, then press very small, different sized balls next to each other. After pressing them near each other, you can go back in with a small shaping tool and create a little bit of space between them to achieve the dragon scale look.

Practice on some plasticard beforehand.

I'd say paint, it's not hard to do with a base, highlight and shade. With greenstuff it might be a little tricky getting them all to fit. but it would be more visually appealing to acually be able to see real scales.
