Honestly, true scale is rarely pulled off well.
True scale means made taller mostly so that the model fits better with the art. This makes them taller than guardsmen/whatever as marines rightfully should be.
I would not recommend trying to true scale a whole army. I have never seen it done, let alone done well, let alone done well by a person who is having it as their first real army, let alone done by all of the above and includes terminators. I have never seen true-scale terminators, let alone done well.
As you can tell by all my "let-alone"s I would consider the factors stacked greatly against you and can't see it turning out well.

I don't know your level of modelling skills, but ph34r may be right on this one, it's very hard to do right. If you want to continue with this, contact a guy called synapse on warseer. He's pretty much the god of truescaling. Follow this link to see what I mean, he even did termies.

Truescaling takes a lot of work, but looks very good when done with love and patience. Check out the alpha legion models by Migsula here on dakka for example.

There are several threads that shows how people go about upscaling their marines. Read them for inspiration.

if you wanna make things appear truescale without being truescale, mount them on taller bases. it makes the models "appear" taller than those around them. my assault marines on their bases are a good 50% taller than a guardsman, and look downright intimidating next to a tau or eldar.
Truescale for an entire army is not really what i'd call a reasonable goal...

Just as reasonable as people playing an all Terminator army sort of speak...

It sounds like it could be an ace army, the only problem i see is that of the terminators, as you will probably use terminators to make your truescale marines, best to make some prototypes before you pump a load of cash into it
