First point - Unless you accidentally copy-pasted the Mages, you can't have 2 of any magic item with the exception of Dispal Scrolls and Power Stones. Ie. The second mage is illegal.
Second - Only mages can carry arcane items, so the Bladelord with dispel scroll is also illegal.
Shadow Warriors are really not as good as they sound. If you're going to take them, just take them min-sized. At most, 2x 5x Shadow Warriors
The Dragon Princes are your only mobile unit. That being said, they have no help from a combat noble and will likely attract A LOT of attention. Drop the command and magic items and bump that unit up to 6 instead.
The Phoenix Guard's main two assests are their ward save and their Fear. To take better advantage of Fear, you should really have more of them so that you have a better chance of out-numbering enemy units in combat and having them auto-break. Dropping some Shadow Warriors should get you enough points to get another 5 of these guys (18, if you want a frontage of 6, though personally, I like them in rows of 5). Also, if you're going with the Banner of Sorcery, you may as well run a lvl4 Archmage instead of two lvl2's.
RE: Swordmasters - personally, given their vulnberability to shooting, I tend to keep them cheap with no frills. A frontage of 7 is ideal, as well. Consider a block of 14 or two blocks of 7.
4 RBT's is a bit overkill at this points level. I suggest dropping one or 2 to fit in some of the aforementioned modifications.
