I'm wondering if a tech marine can attempt a repair on another vehicle while embarked inside of a transport such as a Rhino. Also, can a tech marine attempt to repair his own Rhino he's embarked in. Is being inside a vehicle considered being in base contact?
"If a Techmarine is in base contact with a damaged vehicle during the Shooting phase, he can attempt to repair it instead of firing."
Instead of firing and the fact it's used in the shooting phase makes me believe that the tech marine can use a fire point to use the repair ability. I don't know if a character can ever be considered in base contact with something while embarked in a vehicle though...

The rules allow, when a model is in a transport, for you to measure distances involving the model to the transport vehicle's hull instead.
So moving the rhino into base contact with another vehicle would seem to satisfy the rules requiring base contact for the repair ability.
His own vehicle is a bit trickier. The Techmarine isn't technically in base contact with his own rhino... he's not on the table, so is nowhere near it.
The rhino can't be in base contact (or hull contact, if you prefer) with itself.
So it would appear that fixing another vehicle is fine, fixing the vehicle he is in is not.
Caution: Non-RAW bit:
Having said that, I would play it differently. He should definitely have to get out to fix another vehicle, as doing so from inside a transport vehicle would be a bit of a stretch... literally.
I'm undecided about the fixing his own vehicle. Part of me wants to say 'Yeah, why not?' while the other part says 'Well, because not everything can be fixed from inside...'
So I would possibly allow it, but after a roll off to determine if fixing from inside is possible, or by introducing a modifier to the roll.

I'm kinda with insaniak with the fixing his own vehicle .
But am not too sure that the model being in a transport conveys its own base to other models.
I say that for shooting and other measurements this is true,
but for base to base contact your base needs to be on the board for this to happen.
Also,
Insaniak, Same can be said about outside, not everything can be fixed here.
I would say no to both,
or play house rules. But RAW I think he needs to be on the table for this particular non shooting ability

There are actually a few other situations where this is relevant so I think I might start up a poll, just for my own interest of seeing what most people think.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

I saw this same question being asked on "Waaargh" forums only with a Big mek
Even though things like wargear are measured from the hull of the vehicle it seems silly to try to fix another vehicle this way.
You will have situations like: Tech in the front of a land raider trying to fix the engine in the rear of another! over 12 inches away!!!

I'd let him repair his own vehicle from inside but he must disembark to repair the other one. I know it isn't RAW but it seems to make the most sense.
