First of all, your tac squads might be better off with weapons that go together or work in combat squad format. Example: Tac squad, meltagun, sgt. with combimelta, [heavy weapon]. Or flamer/combi-flamer, or a power fist - if you're flaming things, there is about to be an assault, have your sergeant be prepared. Obviously the storm bolter on the whirlwind would be points better spent here. So would the librarian's termi armour, his protection lies in the squad he's in, he won't need to take a save until things fall apart.
Most people give a dreadnought 2 long-range guns, like double TL-AC, or they give it a close range gun, e.g. assault cannon/multimelta and a DCCW (heavy flamer is a great upgrade here) This allows you to either stand back and shoot, or engage aggressively. Your weapons here don't work together - if you're in assault cannon range, fast enemies can assault you, most troops can meltagun you, so some kind of preparation for assault is useful.
As for the land raider, it's really a heavy assault transport, and people tend to use it in tandem with a brutal assault unit, which doesn't seem to be your aim at all. If you want to stand back and shoot, the crusader is terrible value for points. Take an ordinary land raider if you must, but you'd be better off with predators or vindicators.
Finally, a single drop pod doesn't really suit your idea for tactics, maybe a rhino instead? You can fire weapons out the top hatch until your enemy gets in rapidfire range, so the tank forms a sort of layer of protection for the squad, and of course all armies need some mobility to move on objectives.
