Page 50 of the rule book states to use a psychic power you must pass a normal leadership test.

Page 31 of the Tyranid codex states Psychic Scream inflicts a -1 penalty to all leadership tests taken by enemies within 18".

So any leadership tests taken to use a psychic power within 18" of a Psychic Scream suffer this penalty.
