Ok so my friend is using The Masque in our game and according to the codex pavane says it can only be used once on a target

But The Masque special rule allows you to use Pavane of Slaanesh 3 times. Combined with We Are Legion it would allow you to target 3 units and lash them.

However can you also choose to target the same unit 2 or 3 times?

If Pavane explicitly says it may only be used once, then no you cannot.

If it doesn't, you may be able to.

Her entry states is may be used three times in her shooting phase, so to me that would say you can use it vs three separate targets since it's not a psy-shooting attack.

It can only be used against a unit one time as the power states.

It does not say that you may not target a unit with Pavane more than once per turn, only that it may not be moved by pavane more than once per turn. To me it then seems that you can shoot all three Pavanes at the same target if you really want it to move (but it will still only move once.)

Keep in mind though that since it is a shooting attack you have to declare who the targets are before you start to shoot, so you can't start on a high priority target then move to other targets once the first Pavane hits.

I suppose if you REALLY HAVE TO MOVE THAT UNIT, you can shoot 3 times in case it fails twice
