Q. Can a vehicle or troops go over and stop on top of a Webway Portal? (Yes or No)
I know that they can surround the portal.

Yes, a unit or model can occupy any part of the space that is a Webway portal as long as it is otherwise allowed to occupy that space (for instance no cavalry moving onto a second story building to block up a portal ect. ect.). Surrounding is the better tactic to prevent units from exiting via the portal, however.

So why do they even bother mentioning the part about surrounding the portal, if you can just walk on top of it?

It's about denying the opposing unit having the space and area to exit the portal. Officially the size of a Webway portal is a Blast marker (the small one) which is roughly 2" wide. A model entering via the webway enters from any part of the portal. Per page 11 of the rulebook, a model must stay at least 1" away from an enemy model unless assaulting (in the assault phase).

Therefore, if I have units surrounding the Webway it is impossible for any infantry unit to be able to exit from the portal even if it is a unit of 1, because it will always be within 1" of an enemy model. This is why many DE players keep units in Webways mounted on Raiders (which as skimmers can fly over any encircling troops). Talos are also popular as they can move as a skimmer and are also potent assault units.

Since the entire portal is perhaps best conceptualized as an open top transport that you can walk on top of when you're exiting it, it makes more sense to deny a unit exiting it by surrounding it then trying to stand on top of it, since it might be possible to then sneak out one of the sides - hence the usual tactic of surrounding.

Just be aware that the eldar (nondark flavor) webway portal from the eye of terror book had slightly different rules, so if you are playing a scenario or campaign that uses that portal its not the same as the DE one. Bit sad that an outdated and replaced expansion codex like that has perhaps better/ more complete rules than the DE codex and FAQs.

Though, in defense of my beloved codex; I do feel the DE Webway is fairly clearly covered in the Codex - that book certainly seems to have less problematic gray areas then some newer publications.

Sigh...I just wish the DE WWP had the dead-man switch that the USF portal had. Then, protecting the portal carrier wouldn't be such an important issue, and suicide portal carriers is such a DE thing to do.

I'd say no. If you go by the DEX it states to consider the WWP as your table edge for deploying reserves. With that being the case the area inside the portal would be considered as "off the table". Since you can not voluntarily move a unit off the table you can't park a LR on top of one.

As far as surrounding one goes the FAQ clears that up. A skimmer, Hellions (if anyone still uses them) or Scourges can move over enemy models so would be allowed to enter play if it is.

So you consider them impassable terrain? Or do you consider them 'off the table'? It could make some difference for deep strikers and drop pods.

What happens if I drop a portal on top of an objective?

I consider the inside of a WWP off the table. Just like regular reserves DE units enter play measuring from the edge of the template.

Surrounding it will definitely have an impact on Warp Beast Packs and any other unit on foot as they would have no ability to come on the board. Good question about dropping one on an objective. Been running DE dang near since they came out and never had a reason to try that.
