Im just curious about one part of it. There is 2 parts to rate. Painting and coolness. NOW my question is, say someone paints a SM captain. It is painted REALLY nice, but the mini looks exactly the way GW made it. Would you give it a higher coolness rating just because the paint job?
Personally I tend not too, simply because the mini is still the same as all of them, just painted up really nice. Granted Ive seen people paint in ways that make a normal mini look amazing, thats not what Im talking about.
What about you dakka's out there?

To me the Coolness rating is mainly about an unusual, nice-looking figure especially if converted.
If it's a stock GW figure I usually give 4. This means the coolness ratings have a higher average than the painting ratings, because I am basically rating on a scale of 4 to 10, not 1 to 10. I would only give a figure below 4 if it was a seriously horrible sculpt.
The painting rating is about the paint job.

Something can be excellenty painted and also cool at the ame time even if its a stock model, This is rare but i have come across 2 so far that were painted exceptionally well (stock model) yet the way they were painted was so extreme/cool I had no choice but to give them a high coolness rating. But In general I stick to the method Kilkrazy mention above

Yea thats pretty much how I do it as well. Only a few times has the painting been SO cool it made me give the coolness a high mark. Usually if its a stock mini but painted well, Ill give the coolness a 5 since its right in the middle. But oddly enough, there are some where the paint job actually makes the minis just look horrid.

I tend to rate coolness as the 'wow' factor I get from looking at the model. This can be a good standard sculpt, or some crazy conversion, but conversions or detailed basing techniques are more likely to score higher as a result.

If the model is just a standard miniature with no particular conversions and a "factory" paintjob (i.e. nothing particularily interesting), then the paintjob is rated accordingly and the "coolness" is rated rather low.
Now if you look at stuff like that airbrushed Necron monolith... that has no conversion work but that paintjob is simply so god damn incredible that it has to have a "cool factor" of 10
