Welcome, for starting warhammer 40k I would suggest perhaps getting AOBR. Even though it contains no guardsmen it is a helpful starting point and gives you all you need to start playing. As for advice on guardsmen, check out the army list and tatics section. You'll always find someone willing to help.

Guardsman are not a cheap option to start... I would go with SM for your first army (most everybody does) and pick up the Assault on Black Reach starter set. You can branch out into Guard later once you learn the basic game mechanics and decide if it is something you are willing to spend several hundred dollars on.
