Couple of bike questions:

If I take a captain on a bike does the command squad fulfill the requirement for the 5 bikes needed to make the bikes count as troops (now making the command squad "troops")?

If so, could I then add an attack bike and chaplain on a bike?

No. The Captain's rule affects Bike Squads, not Command Squads on bikes.
