Actually, I see the Ravener remain unchanged. I see the Lictor instead getting a Marbo style deployment rule.

HA! Not a chance. They didn't give it to space wolves, and they only gave it to a gimpy useless unit in the SM Codex.
However, the ability coupled with a -1 penalty to reserve rolls, might be balanced.

Got lost When ever the unit arrive via DS it must roll a D6. 2-6 unit scatters as normal; on a roll of 1 the enemy may place the unit any where within 18" of the original placement (this may not be in impassable terrain or within 1" of an enemy) and then roll for scatter
