Simple answer - yes you can.
I offen varnish my models once they've reach a certain stage to protect the work already done.
If you read the FW Model Master Class, they continuously varnish then paint for different effects -
eg washes go better over gloss & weathering & drybrushing go better over matt.
Also use varnish to create more realistic effects -
eg dust and cloth is matt
an oil-stained piston will be gloss / semi-gloss etc
