It's correct for the rules as printed in
CoD... but it's worth keeping in mind that
CoD was written for 4th edition, where movement in area terrain in the normal
40K game worked the same way. So the movement as illustrated in the
CoD book isn't actually a change to the rules specifically for
CoD so much as a reminder of how the movement rules work. (Or in this case, work
ed)
With that in mind, if you're using
CoD in 5th edition I would recommend using the rules for Buildings and Ruins as printed in the 5th edition rulebook instead, to keep things consistent. Which means that horizontal and vertical distance add together for total movement.
2. Another question that came up is when do you declare stratagems?
Page 16. You declare strategems before either of you starts deploying.
