Here are the things that I am having trouble with: I'm fresh out of vehicles. This is all the vehicles I own. I am unsure if I should leave the lone sentinel in. Would I be better off with a veteran squad on foot with no upgrades? Or maybe a commissar lord to bolster the morale of one of the veteran squads? Am I better served leaving the special weapons divided amongst the veteran squads, or segregating them into different squads? (I.e. a 'melta' squad, a 'plasma' squad, etc.) Should I make room for heavy weapons in my veteran squads? If so, I only have enough heavy weapons to put one the following into each squad: autocannon, lascannon, or mortar. Should I keep the 7 snipers? I couldn't decide on whether they were worth it or not. Sometimes, I think they merit keeping based soley on their psychological effect alone. I constantly see players wasting 2-3 turns shooting on a 4 man team that in reality would not have hurt him very much. Thus, I was going to up the team to 7 members but I cannot decide if it is worth the points of a naked Veteran squad. Am I doing poorly in Killpoints? 13 seems a lot for a 1500 point list. I could drop the snipers and Sentinel, but everything else is fairly essential. Is it unusual for a mechvet list to have so many killpoints? DISCLAIMER: I am aware that some of my points are put to things that are more fluffy, such as dozerblades on the vehicles, but I play a lot of cityfights so I like to hang on to that. I'm mainly looking for advice on the questions I voiced above. If you have any ideas, I'd love to hear them!

Rambo is 65 pts not 60. Don't worry about killpoints, it's pretty much unavoidable with the IG.
Snipers are cool, but I think their effectiveness is largely in how you play them. Some opponents may shoot at them for ages and bounce off the 3+ cover save - but some may just reach them with flamers or assault and sweep them off the table. A cheap unit of them is good, just be careful and don't expect too much. OTOH, if your opponent exposes his drop-podding dreadnought or sternguard to take them out, it's a pretty good result, because the ratlings are so cheap and now his unit has shot its bolt, you can take it out.
Sorry, where was I? Your tanks are both tank hunters, so I would drop the pintle storm bolters, and the heavy bolter sponsons (why would you put heavy bolters on a vanquisher?). I consider the demolisher with MM sponsons a better tank-hunter and far more versatile machine than the vanquisher, why not take two of those? Pask isn't that necessary at 50 points. I also think that configuration would suit the cityfights you mentioned much better.
You should definitely, absolutely concentrate the veterans' special weapons into matched units.
I think the CCS is looking a bit pointless. In a mechanised list it's orders are often useless, so it'd be better to use them as a weapons squad. Scrap all their current upgrades and give them a chimera. Then take some of the points saved on tanks (and strip pintle stubbers or dozer blades off veterans' chimeras) and give them some meltaguns or similar.
I would definitely lose the sentinel. Either get two 40-point scout sentinels, which'll be much more useful, or find the points to buy another griffon carrier or a cheap veteran/penal legion squad, which will help in objective missions.
Sorry, I'm aware the advice I just gave leads to removal of at least some pintle mounts/dozer blades, and to buying more vehicle. It's just from a tactical point of view. To change the list less dramatically, I'd just reconfigure your LRBTs, match up the vet squad's weapons, switch the sentinel for a troops squad, and maybe try a different build for the CCS. (camo cloaks and 4 cheap special weapons maybe?)

Only thing i can suggest is dont give veteran squads missle launcher , another melta gun would be great.

It's ok. I knew it would be hard to slim down the list much further with the constraints I detailed above.
I appreciate the input. I do agree that my CCS is pretty useless. I might cut the sniper squad, and use the models to make a sniper-CCS replacement. Sentinel is out, and with the points saved I can put in a stormtrooper squad in its place? Concentrate the weapons into separate squads, and slim down the tanks, and I'll see where I'm at. Okay, onto the questions up for debate:
Am I right to give every squad an autocannon, or should I try to tailor the HWT to each squad's special weapons (i.e a lascannon for the meltagun squad, a missile launcher for the grenade launcher squad, etc)? Should I even bother giving the footslogging vet squad a ML, or should I chuck that and get another flamer? Stormtrooper squad with plasmagun = suicide deepstriker squad; worth the points?

-Autocannons are great. Missile launchers aren't. Honestly, I don't think you should ever use MLs in an IG army; the AC is a better weapon in most situations and is five points cheaper.
-Your squad of five Stormtroopers with one plasma gun costs as much as a squad of ten Veterans with three melta guns. I think that answers your question regarding whether STs are worth taking. If you want to use the models, field Inquisition STs: a squad of five with two plasma guns runs 70 points instead of 115. (As an added bonus, the Veterans and ISTs are troops, not elites.)
-Don't enclose your Griffon. The Griffon doesn't have a direct fire option, so it works best out of LOS. Enclosing it is a waste of points.
-I know you like dozer blades, but it's worth pointing out that if you drop your dozer blades and your pintile weapons from your Chimeras, you can buy an extra Chimera. The Chimera is a much better choice than the wargear.
-Similarly, if you mount your CCS in a Chimera, you can justify dropping Camoline.
-Sniper Rifles are only really worthwhile if paired with Psykers; they're probably the worst IG assault weapon.
-The Vanquisher isn't a very good tank.
-Your Veterans and STs should always use the maximum allowed number of assault weapons.

Everything Dave47 said is correct. I can appreciate the use of dozer blades on the chimeras if you are playing on a very terrain-heavy board, but even so once you're done putting them on all the vehicles it gets pretty outrageous.
Why not cut the vehicle upgrades altogether, including the enclosed top on the chimera, and the heavy weapons on all the vet teams - you should never get the chance to use these, because you will be bringing your troops' special weapons to bear. That's 140 points freed up.
Then get 2 chimeras (chimerae?) for the CCS and the foot vet squad. All chimeras should have Hull Heavy Flamers IMO, they do a lot more damage, and since you can only fire one weapon on the move, a bolter is pretty useless (you will usually choose to fire the multilaser instead)
That gives you 30 points left over. I would buy another plasma gun for the vet squad and for the stormtrooper squad. Since it will be a mechanised squad, the CCS can swap its camo and rifles for 4 meltas (one dedicated tank-killer squad is really too few at this points level)
In addition to those changes, please reconsider the vanguisher altogether. If you just downgraded it to a normal LRBT, you could spend 5 points on a third special weapon on the last vet squad.
