It comes on the Tactical Squad accessory sprue.
1x per Tactical Squad box.

IIRC, the Iron Hands box (as issued originally) contains the 3rd edtion sprues. While they will contain 1 errant torso, you will only get the flamer / missile launcher special weapons.

there is also a metal chest piece in the Iron hands box set which looks very much liek the errant plate with added piping on the sides.

The Imperium of Man is able to traverse the Warp with difficulty when their Emperor concentrates from his golden life support machine and lights the way. Unfortunately, because the Emperor has the attention span of the average 5-year-old Pokemon fanboy, this means that many an unfortunate Imperial ship has had the WTF WHERE'D THE LIGHTS GO experience, which in the Warp is invariably fatal. |

Just need to greenstuff over the exposed pipes in the torso for that one to be Mk8, if I remember correctly. I think that would look pretty good.
There is a Mk8 in the Sternguard pack, too, though I am not sure how much help that would be.

The version that comes on the Tactical Upgrade sprue has the same exposed cabling as the Iron Hands torso, while stll having the high collar.
There's also a regular Marine torso that has the armoured belly cables, but no collar.

No matter the choice, greenstuff will be needed for accuracy, it would seem.
