my want to know if it is legal to have a chapter master like this

chapter tactics: lose combat tactics
all plasma pistols, plasma guns and
plasma cannons become twin linked
and all lightning claws become master-crafted
so pretty much vulkan
so is it legal

P.s: this dude is not in there, so no.
If you are proposing a new character, it is only legal if you opponent allows you to field it (obv a tournament would not)
If you are concerned about fleshing out which stats he has this would be more appropriate for the 40k proposed rules forum.

Well, anything is legal with your opponents permission. I dare say he'd have to cost more than Vulkan would though, since the abilities he's granting are much more powerful. Twin-linking all Plasma weapons is pretty crazy, you're making some of strongest weapons in the game stronger.
With a re-roll to hit, the "Gets Hot!" rule is significantly weaker and allowing a reroll to the scatter of a Str 7 AP2 weapon is much more effective than giving a reroll to hit on a tank-killer with 12" range.

it's not legal because it's a custom character but nothing is stopping your opponent from saying "i'll allow it". i agree with RxGhost. allowing rerolls for all plasma is more useful than for a melta as it both hurts the opponent AND helps you (less gets hot checks). also, you have more opportunities to make the rule works since you have more plasma weapons in a squad then melta. IIRC, you can upgrade your vet serg with a plasma pistol and still have a plasma gun and plasma cannon in the same tact squad. you would have to charge more for the character than vulkan.

I'd charge him at around 225 - 250 points sure he's not as good as Marneus in combat but he greatly increases your army. My two pence.
