Are you able to field an army that has a mix of empire and dwarfs as one army or do you have to use them as two separate armies

Generally speaking, you can only use units from a single Army Book. Unless the army book specifically says you may use units from other armies or you are setting up a "co-op" game, you field units from only one book.

Dogs of War are exceptions, but they're also effectively obsolete at this point.

You definetly can do this when playing co-op but im sure i read somewher you can include an empire unit as a rare choice but, yes, its worth asking the experts.
