I don't rate carapace (or medipacks) on models that are already protected by a tank. If the tank blows up, take the hits and if the unit remains unbroken, just get them into cover (eg the wreck of their vehicle!) and hope for the best. No point upgrading the armour of a unit that if all goes well won't ever take a save. So if you take off carapace on all 3 units, and replace the 
CCS medipack with another plasma gun, that's 95 points free!
 
 I think using platoons as close combat flamer-carriers is a bit of a waste. I would field those units with either a 
GL/
AC or 
PG/
AC (and you might even give some of their chimeras 
HB/
ML instead of 
HF/
ML). 
PW and M would then become unnecessary. That adds some much needed long-range firepower. Use the 
PCS as attack units instead - 4 flamers each, that's good cooking! (melta bombs on the 
PCS would still be a good idea, I just think it's not necessary on every unit)

 I would take the vendetta over the hellhound, because of this: If you then drop the chimera the vets were riding in, you'd have 90 points spare (including saving points from upgrades, spending on platoons) Then you could drop the 
HB sponsons off the russes (I don't think those are really important upgrades) and get the hellhound back!
 
 So essentially I advise the following sequence: 
 
 drop upgrades on vets and 
CCS (buy extra plasma gun)
 change armament of platoons
 drop vets' chimera, put them in vendetta
 drop 
HB sponsons, buy 3rd fast attack vehicle of your choice! Obviously, you could look at ways to cut even more points (
AC/
GL instead of 
AC/
PG on the infantry squads?) (drop the bodyguards?) and get a 3rd 
LRBT instead.
 
 Anyway, I think those suggestions would let you get more vehicles and firepower on the board - the main point is that infantry squads are a bit wasted at using special weapons at close range - veterans do the job better. If you want to use mounted platoons, send the 
PCS forward and keep the infantry back, 
IMO.
