We all know pinning weapons what not is kind useless since everyone is fearless or something. Perhaps, but lots of shooting should do something, and imo Dawn of War has the right idea.

Proposal: If a squad takes more than 1/3 of wounds before saves then the total wounds of the squad the squad suffers the following modifier:
-1I
+1 cover save to anything it shoots at

All pinning weapons automatically cause disruption on successful to wound roll
Independent characters are unaffected

This is to represent the effect on massive incoming firepower on aiming and moving as all the smoke and explosions makes it hard to fight. It is not exactly easy to shoot when an autocannon shot knocks you on your ass even if your armor managed to deflect the damage.

I agree with the spirit of this post, however I feel that it should lower the targets bs and make them move as in difficult terrain. Maybe even lowering there ws by 1. Hell even call it suppression, and I would do it at 1/4 for pinning. and 1/3 for every other weapon.

See if you can run every turn an extra d6 inchs, and cant shoot into close combat. Why not be able to fire so much at a unit that they are just plan scared of being hit so much. or cant see for all the incoming fire. This could also be cumulative with other units shooting. The reason being no right minded person would stand there and keep charging as much as they could if they say 10 out of 30 guys just died. Sure it wont stop them just slow them down a bit. I would say if you take 1/3 damage on a unit it move as in difficult terrain and shootas at -1 bs and -1 ws. This would balance things so much between shooting and assault armys. Sure assault armys would QQ and flame, but only because they wouldnt be op against shooting armys.

Now you could make a leadership role to avoided this but it would be a -1 for ever 1/4 your units you have lost that turn. and would not be effected by fearless rules. I think you could adapt this to taking leadership rolls from taking shooting damage also, but fearless woudl work as usual.

HI all.
I can agree with the OP that the 40k game mainly ingnores moral issues.
Because it main models weapon effect to wounds.
Moral effects are totaly left out , then artificialy put in as 'Pinning'.

40k is an abstract game suffering from rules bloat.
To try to layer a supression-neutralisation mechanic over the top , would probably mean a long and complex explanation.

E.A uses a very simple and effective way of implementing supression.
StargruntII bases its entire game play on moral and its effects.

Have a look at 'freewargamesrules' for some alternatives/ideas.
