A skimmer can move the same as a normal vehicle but fly over terran and stuff like that, but fast doubles the distance it can do all this stuff?

Not quite. Fast gives them an extra 6 inches of movement (as an extra speed band called 'Flat Out) and bumps all of their shooting options up a speed band... so for shooting purposes, Cruising Speed is the same as Combat Speed for other vehicles.

In addition, fast skimmers can move flat out up to 24", unlike regular fast vehicles, which can only move 18".

Normal: Can Move 12"
Fast: Can move 18"
Normal Skimmers: Can move 12"
Fast Skimmers: Can move 24"
