Points: 165 (Tenative)

AV 10/10/10
Weapons/Equipment: 3 hardpoints
Transport Capacity: None

AWACS Suite:
Disruptor Beacon (per Apocalypse Assets)
Enhanced Jamming Beacon - to 24" radius (per Space Marine Landspeeder Storm)

The following items may be equipped to the hardpoints at the following cost:

ECM Pod: 30 points - Enemies must test using night fight rules when attempting to shoot this vehicle
Teleport Homer: 10 points
1x Autocannon (1 hard point) at 35 points
2x Missile Launcher (2 hard points) at 50 points
4x Bombs (2 hard points) at 80 points

This flyer may be equipped with the following vehicle upgrades:

Extra Armor at 10 points
Self Sealing Fuel Tanks at 50 points - converts penetrating hits to glances on a roll of 4+ on D6.

Points are tenatively set, as I envisioned the vehicle equipped with 1x autocannon, ECM pod and teleport homer to be worth about 250 points.

Thoughts and suggestions?

You can't require using night fight rules to shoot flyers. This makes it very easy to only ever place them 36'' away from anti-air weaponry, making them invincible. Even if they send fighters at it, they could fail, only to be shot apart themselves from further away.

and ECM means nothing when you're firing dumb rounds at the target....

I'm willing to take suggestions - the "untargettable" part was somewhat intentional, as nobody wants to pay 250 points for "disruption effects" mounted on a landspeeder typhoon. AV10 dies to a stiff breeze.

Would it be less broken if the ECM pod was 50 points and took away AA bonuses for shooting it?

I would probably have
ECM Suite - use as teleport homer OR disruptor beacon decide which at start of controlling players turn.

NO other weapons options except.
Defensive weapons 1x twin linked heavy bolter in (tail)? 45 degree arc.

Fast/High flying/countermeasures - can only be hit on a 5+?gets a 5+ inv save?

or stuff to that effect. Dunno about points values and AV.

Considering its a flyer you need 6's to hit most of the time anyway and not 100% sure on this but as all flyers are moving more than 12" per turn (they have to) you get the 4+ moving fast save anyway. Instead of Night Fight, I would just create a "High Altitude" rule which means you add 24" to the distance rather than 12", this should keep you pretty safe from most standard heavy weapons (48" range) if you are willing to place it carefully. Agree that it should only have a T/L Heavy Bolter in the tail for defence against fighters. Not sure on points tbh, the Disruptor Beacon can be a pretty powerful asset from memory so probably around the 200 mark depending what you give it.

To add a little realism:

AGING FLEET - Roll a D6 at the beginning of your turn. On a roll of 1 something has broken on the Un-named AWACS flyer and it must return to base for repairs. It will return to combat next turn provided a 1 is not rolled again, in which case the Pilots and Maintenance are locked in a heated debate and the aircraft remains grounded.

Something that could be used for the radio jammers:

All weapons require 6's to hit the AWACS, even those with the AA or Interceptor rule.

This represents many jammers/flares/infrared systems, and as well as the fact that the flyer is lightly armed preventing the AWACS from becoming too OP.

I think Radio Jammers like that would be overpowered. I would have the ECM pod 'count as' smoke Launchers that can be used twice, because of the power Drain. I also don't think it should take up a Hardpoint. I do like the idea of this though, a lightly armoured gunship w/ 3 Autocannons blowing enemy Light vehicles to pieces.
