Ditch the Loremaster's cloak for Ring of Fury or some scrolls.
Remember, at 1k High Elves only need 1 Core choice. Use that choice - drop the archers and fill out the Spears to 21 with full command. At this points level, they'll be very deadly. This also leaves you with enough points for an eagle and some other things.
Personally, I'd drop the Banner on the Swordmasters - not too much magic at 1k, so I wouldn't consider it a big concern.

I agree with Jin, on some of this, here are my suggestions you should use all of your points, but I am away from my book and might be off.
-The altered army is very solid, and I would say Tournament quality, as it can work well against Vampires, Dark Elves,
and may be able to handle Cavalry as well but thats doubtful.
I would suggest you remove the Archers, add in another RBT which you can because of the HE army list composition.
-195 points is just to much, especially when it carries another 100 points in the form of a lost banner.
Add 5 Spear Men as recommended. . .
-As he said it makes the unit tougher, and can improve your combat potential.
I would also drop the Noble, to get Korhil.
-Stubborn Sword Masters are Awesome. . .
Change out the banner on the Sword Masters to get the Banner of Balance.
-This makes you Immune to Psychology, and also drops Frenzy and Hate from any unit you fight!!!
Add an item of choice to the Sword Master Champion, I usually give him the Armor of Caledor.
-This gives him a much better armor save for challenges. . .
The Mage should get either 2 Dispel Scrolls, or the Annulian Crystal.
-Either option here improves your anti-magic capability by a lot.

lots of ways to go but in general i also agree with 2 above posts. If you want magic offense go with Ring of Fury, if worried about magic defense go with 2x scrolls.
spears should be at 20-21.
Archers should be dropped in favor of increasing spears and perhaps another RBT or eagle. 2 RBTs can cause panic to most units, or cause a wound on a hydra/kill a few knights. Eagle is so useful for march blocking and for redirecting charges, allows your SM to win combats they cant otherwise. its your choice
If you grab an RBT can get the banner of balance for SM and add 1 for its going to die anyways purposes.
If you grab an eagle, as well as drop banner of arcane protection you can get another 7 man SM squad with musician.

Egh. Amulet of Protection isn't worth it. Your previous Mage setup was better. Again - magic isn't going to be _too_ big of a concern at this points level - I would go offensive magic heavy over defensive unless you know you'll be facing really magic-heavy VC or DE or Daemons.
Personally, I would go for the RBT over the Silver Helms in this list, but if you're really keen on running cavalry, drop the items from the Swordmasters and take Dragon Princes instead. 99.99% of the time, the extra points invested in DPs over Silverhelms is well worth it.

not quite sure what rbt is. New to warhammer Fanasty but the 3 armies im playing against are dark Elves Bretonias and Chaos warriors thats all the the armies at my flgs.
Talisman of Saphery jewel of Dusk would that be good?

If those are your main opponents, you can probably safely go for more magic offense. Talisman of Saphery is good, but honestly, if you keep the Mage in cover or in the block of spears, he'll be safe enough. Besides, he shouldn't be in a position to be in base-to-base contact with enemies.
I still think the Silver Wand + Ring of Fury combo would be better overall.
The Repeater Bolt Thrower will be really good for you to have against those armies.

I agree silver wand and ring of fury (RoF) and a Repeater Bolt Thrower. Watch out for assassins in the Dark Elf list, they are scary. As well as Black guard which you just cant kill if they have ASF, so shoot them and magic them and pray they didn't take ring of hotek (causes miscasts on any double). Worst case scenario for 1000 points DE is caddy, bigish unit of black guard with ring of hotek, 2 units of dark riders or Dark Elf Repeater Crossbowmen, and a hydra. If you can fit it in add pendant master, in small point games. There main unit will go before you and kill yours, the hydra can breath and kill anything. The dark riders and crossbowmen are great at shooting elves and killing them.

Well the problem is that dark elves will be hurt by the sacred incense but the bretts and chaos will just laugh as they have no (or almost no) shooting. Really the dark elf things that will hurt you are the ASF things that strike before you do and the Hydra which will breath. Also you have 2 units, so after they figure out your noble has sacred incense in the swordmasters for example they will shoot the other unit. Also the Noble then cannot be given most of the other good things in the list, you can put him on a horse to give him a save, but then he probably running sword of might for s5 and thats it, or he is on the ground with a GW and has a 5+ armor save. The advantage of the RBT is that it gives you a chance to hurt things that are otherwise extremely difficult for you to kill. Hydras, Giants, Black Guard, Chaos Knights and Large Brett units come to mind. Magic is also useful against some of these things (metal against chaos knights, bretts, sniping frodo, hydra in that order of usefulness) any 2d6 s4 against black guard, including ring of fury and metal spells, Giants... you need lots of attacks or high strength and since no save metal is of less use.
