Can Space Marine Librarians choose their psychic powers before each game during a Tournament?

I overheard a player at a GT say "the librarian powers are free, so I can choose whichever I want before each game."

Is this commonly accepted convention? Or does the selection of powers happen when you build your list?

Selection of the powers is made when you make the list, not when you deploy.

Of course, a tournaments house rules can change this.

There were no 'house rules' regarding this in particular.

The marine codex says simply, for his cost:

"A librarian has any two of the following psychic powers: [list of powers]"

It doesn't say "must select any two" or "must take any two". It just says "has any two".

Could that be interpreted to mean that the power don't need to be selected when the list is created?

*I am playing devil's advocate here, and myself believe the powers are selected during list creation, but am curious about the possible (mis)interpretation.

I have been playing as selecting the powers at list creation, not pre-game.

The tournaments at my FLGS require that you submit an army list to the person running it. This is the list you are to play with the entire time, no substitutions.

And just because something is free, doesnt mean you can swap it out on the fly or in between games. Example: In a SM tac squad, you can choose either a multi-melta or a missle launcher. Both are free, but someone will definitely call shenanigans if you swap it out between games as the weapons are quite different.

If I give you a cookie, will you go away? If I give you the bag, will you go far, far away?

Codex:Space Marines page 57 under Librarian Psychic Powers says; "A Space Marine Librarian has two psychic powers (chosen when the army is picked)."

So when the army list is crerated, the powers are chosen. That's what you have for the game that list is used for.
