can anyone tell me are Fantasy Arcane Item , Banner , Talisman , Enchanted Item , Magic Weapon + Armor all unique to 1 per army?

Yes, except for common arcane items I believe.

I believe the only exception are Power Stones and Dispel Scrolls (so basically the common arcane items as Bat Manuel says) unless otherwise stated by the individual army book.

"Shield of Aeon count as defending an obstacle , any charges that wish to attack him will lose all benefits from charging."

So my question is , if he is in a unit , does that mean any enemy unit charging the unit loose the benefit?

does that mean:
a) Quantity of Slann joining = 1
b) Only Slann can join them , not scar veterans?

Q1 - not sure, but I suspect it may only affect models wishing to attack the model carrying the shield itself. If that's the specific wording quoted, it definitely suggests that chargers are targetting the character with the shield.

Q1: I think it refers to him specifically, so I'd go with Jin on this one.

Q2: I think it is both. "May only be joined by a Single Slaan" suggests that not only is the Slaan the only character allowed to join the unit, he also cannot have any of his froggy buddies with him.

Q2: I've always read that to mean only 1 frog per TG block, but other characters as desired. I can only wonder why you [GeeDub] would disallow other heroes from escorting His Fatness around ...

Well given that CHakax makes the TG + Slaan block unbreakabkle, you are DEFINITELY allowed to put scar vets / oldbloods in the unit.

The Shield only negates charging bonuses against the wielder, therefeor if in a unit charging bonuses such as Impact Hits would not be negated, however any attacks directed specifically at the character would lose the benfits of lances, GW striking first, etc.

The Lizardmen FAQ says "1 Slann per Temple Guard block with other non-slann characters allowed in it"

Nosferatu's right on the shield - the attacks specifically have to strike him, so if he took a charge from say a Skink Chief with warspear on Stegadon, the impact hits would go on the unit, while the Skink Chief would not get the +2 Str from the spear in combat against the guy holding the shield.
