This force is made up of Cadian units that Inquisitor Lord Punibi Yahaz requisitioned into his personal army after serving with them during the Thirteenth Black Crusade. When Yahaz left Cadia after the Crusade, he decided to take the veterans he had fought with. Over the years, he has replaced and bolstered their number with veterans of other daemonic incursions. He reasons that rather than execute these survivors for witnessing heresy, they would better serve the Emperor by using what they have learned. In order to guard against daemonic infestation, Yahaz often has them screened by a battery of psykers and priests. Yahaz, while not an extremely esteemed inquisitor has enough clout to keep these troops extremely well armed and equipment like melta and plasma weaponry is relatively common. (This fluffy nugget will probably be added to and placed in the 40k Background section for review, but if you see any glaring flaws, please tell me. (I know the Thirteenth Black Crusade is still ongoing, but I'm reasoning that he either left for other duties or my army is from a period shortly after Failabbadon's charge)).

Okay, as to breaking down the force.
Anti-tank is accomplished via meltagun, lascannon, and, in a last ditch effort, battle cannon. Anti-infantry is accomplished via Heavy Flamer, Multi-laser, Heavy Bolter, and Battle Cannon. Anti-MEQ is the domain of the Battle Cannon and the Executioner should make mincemeat of any terminators that dare show their heads. The Grey Knight unit (probably the weak link in this chain of Imperial steel) is for counter attack/offensive maneuvers. They'll take enemy objectives, hit Ork/Gaunts before they reach my line, finish off weakened MEQ's, or just cause general discord in the enemies back ranks. The Hammerhand is in case I need to deal with any artillery. I've got a pretty good target saturation of AV 12 and 14, presenting no infantry in the early phases of the game.

For expanding the force, I'd like to add more Vendettas (or maybe a VAC or two), a final Veteran squad, and the Inquisitor Lord himself.

I am quite sure normal Grey Knights cannot get phsychic powers, since the Termies can only get Holocaust. Id also try and get a Psycannon in their.

I would drop the heavy bolter sponsons and make those tanks demolishers - now you have more chance of wrecking armour

Is the loss in range and anti-horde power worth the exchange? I already have thirteen melta's and three tl'ed Lascannons for real armor, and Battlecannons are still fine for busting light armor.

Take GK termies instead, they can then survive the slog to artillery a bit easier or just deepstrike. They are relatively anti horde as well with decent cc weaponry. Maybe drop a chimera and put the vets in the vendetta. Spend the points on another GKT.

Kind of an aside, but what exactly is semi-competitive? Do you want 75% of the list to be good and the rest filled with things like Ogryns?

A: An arbitrary number. One to carry out the task in question, and the remainder to act in a manner stereotypical of the group.

I think the list is looking lean and mean. Lack of long-range anti-tank, but lots of meltas on the move. Putting troops in the Vendetta would just confuse it's mission. A good mechvet list. It seems to me your fluff suggets at least one 10 man psyker squad in a chimera as well - is that in your expansion plans?

Survive what slog? The PAGK ride around in the Vendetta, ready to rock. It can outflank if I need it to, or just fly around for side armor. GKT wouldn't be able to do that.

It means that I am taking the PAGK regardless of how crappy they are, but other than that I'm willing to adjust damn near anything (I'd prefer to keep the Russes too).

Partially correct on thefluff aspect, I also already have the Grey Knights. I was worried about long range anti-tank, but short of sticking in a platoon with heavy weapons I don't see an easy remedy. I'm toying with the idea of adding a PSB or two for higher levels, along with an Inquisitor and Callidus.

The base army is Imperial Guard with the Grey Knights allied in.

I find that demolishers are in range by turn 2, and still have anti horde power because still a large blast. I find them invaluable with the extra strength they can bust a range of vehicles. Give them a try.

I guess my biggest fear with the Demolishers is that I'd be in range for fast assault and melta units, plus they can't shell from turn one.

S10 ap2 make sure you get your targets right . Meltas are really the only thing which can take them out. If meltas are going for yuor demolishers it means they're not going after something else.

Exactly! The meltas are going for something else and not other armour. And when you've got two demolishers that two threats . Be the same case for normal Russes anyway as not a lot can wreck their armour besides meltas.
