Not very necessary... but that depends on what you want your Farseer to be doing.
If you want him to support your other units, feth the council. It's all about the synergy.

Councils are pretty much the uber unit for Eldar... only if fortune is up though.
Otherwise it becomes a glass cannon.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

I play against a friend of mine that plays Eldar quite a bit, so I have seen Farseers/Eldrad deployed in a number of ways.
I always found that tossing him into a Wave Serpent with a basic troop unit for wounds coverage is good protection, good mobility, and MUCH cheaper than a council. Using fortune on the Serpent for a re-roll on that cover save you get for jetting around the field, while dooming the opponents unit you plan to focus fire on that round from inside is pretty effective. Add hollow fields or whatever the thing is that makes them roll two dice on the dmg chart and you have a very tough outer shell for your Psyker to run around doing his thing.
EDIT:
Could not remember the name of the unit I was gonna recommend, but after looking it was Dire Avengers. Popping them out of his Serpent (probably best to leave him inside) and Blade Storming the unit you just doomed is a good way to quickly remove said unit.
