I'm rather new to the whole model game thing. Along with some black reach orks I got in trade, I recieved a couple sprues that have most of two orc chariots. Only two of the four crew remain, mostly (no heads and but three arms). One of them has a small staff or spear, and the other has a large spear. I believe either of these could be made into a wierdboy's copper staff with little difficulty.

Is this any sort of good idea? What, other than the staff, is required to make a wierdboy a wierdboy?

I can't say I like this idea. The models don't look "special" enough to be a weirdboy.

Weirboyz have a comparable statline to Nobz, so a Nob-sized figure would probably be best. There's no real modeling "rules" when it comes to weirdboyz, but a really wacked out Ork would do the part pretty well. I know that's pretty vague, but Orks are a converter's best friend. You could make a decent staff from the spears though; that's not a bad idea. He just needs to be a bit bigger to make a good weirdboy.
