So recently in a game, a friend told me I can't use any of he phoenix lords in a game under 1500pts, is that true?

You probably shouldn't be using special characters in games that small, to be honest.

Well while you shouldn't be using them, there is no rule stopping you from using them.

Does the phoenix lord entry stipulate any restrictions as to when you are allowed to field them?

The new codex removed any and all point restriction of special characters, meaning YES you can take them and YES they do work in most games [YMMV][They work great for me, its all in the army build and tactics, go for it, try them]

I don't see what is wrong with taking a special character, personally i'm glad they've got rid of the minimum points to take certain characters.

My army lists are built around special characters.
