More or less - after you declare your other charges, you drop down your tape measure and check if your frenzied unit has enemy in charge range; if they do, you have to declare the charge. To which the enemy can flee and strand your dudes, or set up charges that pull your unit into fights it doesn't want to do otherwise (usually called 'baiting', particularly when the other dude uses cheap units to pull your big scary frenzy guys around). Frenzy also makes the unit immune to psych, and if mounted then the mount gets +1A too.

Forever alone

Some people think Frenzy is bad, but I think it's good fun.

It works for my pure Khorne WoC.

People are like dice, a certain Frenchman said that. You throw yourself in the direction of your own choosing. People are free because they can do that. Everyone's circumstances are different, but no matter how small the choice, at the very least, you can throw yourself. It's not chance or fate. It's the choice you made.

Your army is special. It has frenzied units with a possible 2+ save in close combat while giving 3 S4 attacks.

Or frenzied chaos knights with a 1+ save and 3S5 attacks

In the Webway.

Frenzy is good and fun but is annoying when you lose it. If you want to be really proffesional have a unit beside it to block its LoS to the heavily armoured units. Especially useful if your frenzy troops are low armoured and low strength, like witch elves.

Pure Khorne WoC doesn't work anymore, though. Even ignoring all the problems with Frenzy, you're stuck with little-to-no magic defense.

Anyways, I always avoid Frenzy like the plague. IMHO, +1 Attack isn't worth getting baited around like an idiot.

Pure khorne DOES work, a friend of mine played it for a year and had quite a decent average in the end - and that was warrior-based, not knight spam or something. He did go dragon towards the end for tournies and such, but the frenzied kr0n dragon pushes the envelope on the good/bad frenzy debate (as in, you gotta work to keep that dragon from committing somewhere less good ... but it is a tank, so meh?). Pure khorne however also gets really one dimensional, hence my friend selling the army off and switching to something needing some tactics (like all mounted TK )

So basically, the more frenzied units you've got, the harder pressed the other dude is going to be to bait all of that somewhere and knock it out. Also I'm not sure what kind of armies you play or play against MM, but the ItP element of frenzy is a pretty important benefit too, that gets overlooked for the extra killing.
