I think the british put the 1800s together pretty well, but that one is considered a little outdated now. Some people are really into the new 2000 century, although apparently Reds8n says his sources have confirmed that this one's going to have about 30% more war in the middle east than the last one.

"This is TOO expensive." "I'm going TO the store, TO get some stuff."
"That is THEIR stuff." "THEY'RE crappy converters."
"I put it over THERE." "I'll go to the store THEN."
"He knows better THAN that." "This is NEW." "Most players KNEW that." |

I assume you want 25/28mm figures?
The Factory figures are Caesarian (mail armour and oval shields) while the Warlord are western Early Imperial (lorica segmentata and squared off shields.)
Warlord's range is bigger, though only the core Legionary figures are in plastic. The Factory box includes command figures and is probably the easier pick for doing a basic infantry unit.
I don't know about the quality of the sculpts but you could find some reviews on the Web.
Wargames Foundry make both types in metal.

Nearly every wargame figure range will include Romans.

If your looking for a single miniature, like a roman centurion, rather than a whole army may i recomend Andrea Miniatures.

They do some fantastic 54mm figures. Used a couple for inquisitor conversions.
