A discussion came to the gaming table in a game I was playing against a Tau opponent.
If Old Zogwort turns an Ethereal into a squig, does the Price of Failure rule apply immediately, or when I kill the squig?
Secondly, Do I get a KP for turning the character into a squig and a second for killing the squig, or just one KP for doing both?

You would have to kill the Squig before the Ethereal would count as a casualty, as the Curse doesn't say he is killed, just replaced with a Squig.
Likewise, you would get a single kill point when you kill the Squig, not for the transformation.

And, as all of his special rules disappear when he is turned into a squig, it“s questionable if the 'Price of Failure“ rule apply at all.

If the 'price of faliure' is a specail rule, it does not apply when he is squigified. Also you need to kill the squig to get KP.

Ethreal becomes squiged - All special rules are lost
Squig gets killed - No special rules are present so no 'price of failure'
