Heh assuming this is the inspired list a bit?
Only issue I see is no range Anti-tank. Dual S Cannons on the DA serpents would be a bit of a waste as you really don't want them in the 24" range. I'd suggest taking all of the S Cannon secondaries off and take the power weapon off the autarch. This would give you 60 pts to upgrade all the DA serpent weapons to EML. Keep the DA at range and pick off tanks giving them a bit more threat to let the Dragons get in more safely.

My friend wanted me to cheapen Serpents to get more in list. Shur-Cans are turret weapon, not underslung.

Oh gotcha, wasn't taking the spirit stones into account.
hmm in that case only thing I could see is taking one of the DA and serpents out along with one spirit stone from a Serpent. Then take 2x 3 jetbike squads and jut zoom them around out of range till end game. This frees up 38 pts, you could drop intercept (doesn't see a lot of use anyhoo) and give both DA serpents EML.
The war walkers I would actually break up into 3 squads of 2. Gives the ability to shoot up 3 different targets and makes squadron rule a little less painful if you get CCed by something nasty.

This list could work decently if it played right but with a few mistakes it could also be stomped. Every squad is fragile once out of the transport and the whole armies range of fire (except the walkers) is in bolter range. It just seems a little wreckless to be so close to the danger zone (17" and under) all the time.
TBH I think this list needs a council. Yeah it's bandwagon-ish but it needs a strong unit that your opponent will focus on for a few turns. I'd say drop eldrad and the hawks (I know they're fun but everything else is necessary).

Drop Eldrad? This is coming from a player who recently claimed "Divination" single handedly won him game.  j/k
Triple power a turn is too good.
My normal setup is Scatterlasers on WS, but my buddy wanted me to try Shur-Canns.

Hahaha  Well I don't know why I didn't think of this before.. It's obvious. Just drop the autarch and the hawks then bring 1 more serpent and run eldrad with a council. You should be able to fit somewhere around 7 or 8 warlocks with powers or take 6 and add some anti tank to your serpents.
autarch + hawks =389
6 Locks with 4 destructors, embolden, and enhance = 210pts +serpent = 320
So theres enough points for 2 bright lances or 3 EMLs

I would suggest from the original list, dropping the hawks, dropping the autarch, dropping eldrad, use the leftover points to take 10 warlocks in a serpent, a farseer with fortune, and Yriel. With the leftover points, upgrade the shuricannons on the serpents into bright lances. I might be saying this because it would make it into a near carbon copy of my soon to be list, nah probably not...
Pros-
-Nice durable core unit
-More long range AP
-Nice protection for a large investment
Cons-
-(Most of)All your eggs in one basket
-Less psychic goodiness
-Swooping Hawks are gone(Personally, I wouldn't even notice...  )
That's my advice, take it or leave it.

Lol, I'll register the advice.
I want to play Hawks for nothing more than to annoy my opponents. I fully understand they rarely make their points back, but it's the fun of seeing what they might do.
I may drop a list that include Baharroth, x3 squads of Hawks and Autarch with SH wings. For fun of course.
