The question comes to mind seeing the release of the new LOTD figures. Surely the authorities see them as a threat of some kind. They are clearly suffering from some abnormality and have gone rogue operating wherever and whenever they like. On the other hand they may be considered to be doing the Emperors work. So which is it? And what of the people whose aid they go to? Are they questioned or mistreated by the imperium for seeing these abnormal marines?

They act pretty much like regular Space Marines. Go where they please, do what they please, don't bother to inform anyone else what they're doing. I doubt anyone outside maybe the Inquisition realizes anything is abnormal about them.

Remember, the Imperium is all about penance. They probably view them as marines serving some sort of penitent crusade, possibly by judgment of the Emperor himself. There were several examples of this from the Badab War era. The Witchhunters book is rife with various examples of Imperial justice. Being encased in armor and transported to various battlefields is kind of like parole in the grimdarkness of the 41st milennia. If you're really bad, you get to carry a giant chainsaw in rags while someone whips you.

English doesn't borrow from other languages. It follows them down dark alleyways and mugs them for loose grammar.

I'm not sure there is anything they can actually do. They appear, kill stuff, and disappear before anyone can talk to them, certainly way before any Inquisitor can question them.
Deliberately leaving their chapter banner and records after one fight does suggest that they see it as somewhat akin to a penitent crusade, and since they are only ever killing enemies of the Imperium and doing it defending places where hope seems lost, I doubt most =I= feel the need to interfere. Skulls, bones and flames on your armour tends to be a common trait amongst loyalist marines, after all. The warp thing could be iffy.

It says in the SM Codex that the =][= does indeed try to capture LotD, but circumstances always conveniently arise to prevent that. Also, remember that the people of the citizens don;t have all the meta-knowledge that we do. They have no idea that the LOTD are possibly survivors of the Fire Lords (I think?) chapter. Indeed, many that fight alongside the LotD theorize that they are avatars of the Emperor's will/psychic might made manifest in the materium.

I'd say they really don't make much of the Legion of the Damned, period.
There'd be some instances where the Inquisition run into them and the like, but other than that I'd say they don't seem to have very much contact with anyone who'd know enough about the Astartes to know there's something awry.
