The DH Codex states that a Purgation Squad may take 4 Psycannons for (X) points, but the Justicar can also take a Psycannon from the Armoury for (Y) points. This means that the squad can have 5 Psycannons/Incinerators. Is this allowed or is this a mistake?

Well, only IC's can change their weapons.
Others (Justicar included) can not change their weapons and can only purchase gear and not weapons.

Off the top of my head...

That's (mostly) correct. The Armoury restricts power-armoured GKs to selecting Wargear only.

A Terminator Brother-Captain or a GK Hero can select a Psycannon. A Justicar can not.
