Out of curiosity, can I use a psychic power that doesn't require LOS against a model embarked in a vehicle? According to the old rules it was clearly no because models in vehicles didn't really count on being on the table and couldn't do anything. However, it is now possible (common) for a librarian to sit in his land raider and use null zone and use his hood - it seems like he should be able to be picked out if the power doesn't require LOS.

This is quite clear that you can not use a power on a model embarked in a vehicle.

Agreed. A psyker may use a shooting power and shoot out of a vehicle, but cannot strike someone inside a vehicle.

Okay, I figured as much, it is just really annoying that the rules can be broken one way but not the other. I would much rather it be all or nothing.

Attacks that involve psychic powers (not counting rea effects like Null ZOne, etc) follow the same rules as normal shooting/close combat. They arent really broken.
And why would it be fair to target a model inside a vehicle for only psychers?

Same reason it is fair for psykers to affect the battlefield without being able to be affected Automatically Appended Next Post: which isn't a rules issue so is irrelevant for this forum. thanks again for confirming my thoughts while I am at work.

As annoying as the FAQ's answer is, being able to target models in transports does cause all sorts of problems. My personal favorite is "Where does the chaos spawn model go, and does it get to perform an assault?"
Personally, I'd just like a FAQ statement confirming whether or not Aura of Decay/Nurgle's Rot causes wounds to transported models and whether it allows cover saves. But I expect that someday after the errata specifying that vehicle explosions don't wound passengers in nearby transports.
