Welcome and as for what army you should play i say buy the Assault on Black Reach set which gives you roughly 700pts. of space marines and orks. Then after you play them and get the basics of how to play down go from there.

Hi welcome to dakka! And as to what army you should buy...since you're new i'd suggest Chaos Space Marines (because i can't stand the loyalists) they're not too expensive, easy to play with and they have fun rules (don't tell H.B.M.C. what I just said  )
