I'm working on an IG Primaris Psyker who needs to stand out on the battlefield; as such, I've decided that he should be throwing horns as he summons his psychic might. I'm only marginally experienced with Green Stuff; how would someone recommend that I sculpt those tiny fingers onto a hand? I have a hand with the index finger pointing that I plan to use so I really just need to add the smallest finger.

Well, that comes up to you, using small tools or a toothpick to form the shape of the digit. The wire would be your best bet for a start. So, make a wire peice, have 1/3rd of the length extended and cover the rest with a very slim bit of greenstuff. Work it around the wire and let it sit (stand it up, somehow, so that the greenstuff isn't resting against anything, it'll stick/flatten out on a side)

once it hardens a bit, start molding in the shape of the finger, doesn't have to be pristine and accurate to the anatomy of the human finger, but mainly what you are most capable of. The shape of the finger is one half of the presentation, the painting is the other.

Just experiment and see how far you can get with it.

RatherFatRat has the right idea. The other thing that I would add, as its an important model (I guess, I don't follow 40k), you may want to do a couple of test hands on bits of wire. If you really like one, you can clip it down, and attach it to the model.

Actually Xenite's idea is spot on, just make the fingers on the side.

simple.
You sculpt a flat pancake where all his fingers (except thumb) would be. After curing you cut away the bits between the fingers leaving 4 square tubes.

Then you cut those in shape with a scalpell adding gs where needed.

Here is a hand/fingers closed around a null rod and needle pistol that I did:
