3 Platoon is mobbed and acts as either a counter-attack unit or used to draw-fire (Chenkov-style). It's brutal and it is quite annoying removing 31 models in the first 2-3 turns but they draw waaay too much fire than they actually deserve, leaving the main part of my army intact.

I think the list has lots of models and lots of firepower. The way guard is supposed to be! Don't see regulars on Dakka lists much - I like it! Too bad all the PCS's don't have chimeras, but you can't have everything!

I just think 4 Plasma guns and 4 Melta guns are over kill when you can get chimeras or even maybe another Vendetta

First of all, you should lop off all your sergeants' and officers' bolt pistol hands and put laspistols in place IMO (there should be plenty of spare pistols in plastic cadian sets, if that's what you're using). Really, 16 points can be better used on serious guns.

Infantry squad heavy weapons: lascannons are only better that autocannons if you use them on AV12-14, even then they're not great weapons and a vendetta is better value. I would replace lascannons with cheaper autocannons. Likewise, heavy bolters are better than autocannons against T3 infantry, very slightly better against T4, worse against all tougher troops and against vehicles. Take autocannons instead. Depressing that the codex writers are so bad at game balance, but what you gonna do eh? Autocannons are better than HBs, hands down.

If you save a few points from lascannons and bolt bistols, I would give the blobbed commissar'd squad some power weapons on the sergeants, or heavy weapons (yup, autocannons again) either of these things add a lot to their killing power, I'd take the power weapons myself.

That's all the things I can really say I disagree with, but since you have 2 executioners already you may want to give the 2nd CCS meltaguns instead of plasma, seems like AP2 troop killing is already abundant, you may need another heavy-tank killing unit.
