Does having a servo arm allow the repair of vehicles, even without the Blessing of the Omnissiah rule?

A friend mentioned having Antaro Chronus party to repair vehicles with his servo arm -- not his tank, but if he survives its destruction. I think I am missing something, but I do not see it actually working . . .

No. Your friend is wrong. You are right.

Chronus can not repair vehicles. You must have Blessing of the Omnissiah to do this.

The only time a servo arm is helpful in repairing is when you have servitors with a servo arm. Then each one gives +1 to the repair roll.
