I have my doubts about that. Mostly the idea that an SLBM would be that visible from that distance. The closest the White Sea is to Norway is about 200 miles and that's from the tip of the White Sea to an extreme northern point in Norway. Average distance is probably 300 to 400 miles. I live fifty miles from Cape Canaveral and about a week ago they night launched a Delta rocket. It was never much more than a bright dot in the sky.

Additionally isn't there usually some formal notice that a missile test is being conducted so that the other nuclear armed powers don't get jumpy?

TBH it just looks like someone has switched on a projector. AFAIK ICBM's do not make big swirly patterns in the sky, or stay in the same place for a few minutes.

From what im reading they are saying that it misfired and the swirls are caused by leaking fuel as the missle corkscrewed its way across the night sky.

Both the Russian authorities and Norwegian authorities quoted in the two articles I've read about it were pretty "yeah, this occasionally happens" about it.
